Hainan’s urban planning for the 2015-2030 period has introduced strict requirements on building height depending on purpose and location.
According to the Department of Natural Resources and Planning new residential buildings in downtown Haikou and Sanya cannot be more than 80 meters high.
Danzhou and Qinghai cities will also limit new residential buildings to no more than 60 meters high in their central urban areas.
Other cities, counties and villages will be required to cap building height at 12 to 45 meters.
Haikou was listed as one of the top 10 cities with the best air quality in China in 2018.
